Abfallbehandlungsanlagen – Errichtung und Inbetriebnahme im internationalen Vergleich mit besonderem Fokus auf die GCC-Staaten

Gegenstand dieses Beitrages sind Anlagen zur Behandlung gefährlicher* und industrieller Abfälle. Mineralische Abfälle aus der Altlastensanierung und der Bautätigkeit, aber auch jene von verschiedenen industriellen Prozessen stellen im Wesentlichen das Hauptaufkommen in den meisten Industriestaaten dar. Dies trifft auch auf die Mitgliedsstaaten des Kooperationsrates der Arabischen Staaten des Golfes (Gulf Cooperation Council – GCC) Saudi-Arabien, Sultanat Oman, Vereinigte Arabische Emirate, Katar, Kuwait und Bahrain zu, bei denen allerdings Abfälle aus der Mineralölindustrie, der Petrochemie und der Stahl- und Nichteisenmetallerzeugung dominieren.

Subject of this paper is to highlight matters in terms of appearance and treatment of industrial and hazardous waste in the member states of the Gulf Cooperation Council (GCC) such as Saudi Arabia, the Sultanate of Oman, the United Arab Emirates, Qatar, Kuwait and Bahrain. Main emphasis was put on the generation of certain wastes and the associated processes of generation, particularly from crude oil refineries but also the generation and handling of NORM (Naturally Occuring Radioactive Material). Scattered data available in terms of waste volumes from other industrial areas in the GCC-countries is presented in an entirely new context and results in an almost complete overview reflecting the capability and the state-of-theart in terms of waste treatment in the Middle East. To a large extend this paper is also dealing with the peculiar procedures for the commissioning of waste treatment facilities such as applied for the oil and gas industry in the GCC-counties.
